There are various ways to package your product once it is in packettes:

bulletChipboard Boxes  Packettes are counted into consumer boxes.  Box may be taped, or more commonly, shrink wrapped.
bulletJars  Packettes are packaged in 30, 60, or 90 count.  Allows continuity of "product family" on store shelf.
bulletAttached to cards  Packettes can be stapled to a header card and sold as a daily use, coupled with another product as a "free trial", or given away as a sample.
bulletZip Lock Bags  Packettes along with a label are placed in a large zip lock bag.  The bag is then heat sealed.  This offers a lower initial start up cost than custom printed chipboard boxes.
bulletBulk  Packettes are packaged in large boxes.
